SPIPA was established by the Government of Gujarat in 1962 as the apex Training Institution of the state. The Institute was renamed as Sardar Patel Institute of Public Administration in 1974. It became on autonomous body (registered under the Societies Registration Act, 1860) in October 2004, so as to gain that essential flexibility in fulfilling its role and meeting the expectations of the State Government.

SPIPA is an autonomous Apex Training Institute of the Government of Gujarat. It has its headquarters at Ahmedabad and six regional training centres in Ahmedabad, Gandhinagar, Rajkot, Mehsana, Vadodara and Surat. SPIPA conducts training and capacity building of all the stakeholders of the State Government. It provides pre-service training to Class-I & II officers and Class-III employees of Government of Gujarat and also operates a UPSC Study Centre for UPSC aspirants pursuant to which it intends to hire the services of Guest Faculty/ Expert for these training classes.
